Only 1 person can be using any 1 library at a time AND going offline removes the library access. Furthermore, and this is moronic, if you power off your computer, close steam, or are at any way not actively connected, steam family share members cant use your library at all. meaning if I go OFFLINE, he can't access any game from my library at all. As you said, still doesnt help with games before purchase, but it is a nice way to see the ones already in your account at a glance. yeah I figured that out once I saw the page haha, but bookmarked it to see directly in future. also gong into offline mode disables family sharing. The long way there is Account Details>Manage Family Library Sharing>Show excluded games. As of Feb this year, it's not on a by game basis it's on a BY LIBRARY basis. You can check SteamDB to see when it unlocks, once it does, just restart Steam and you should be fine if your Family share is already set properly. Infact he cant play any game in my library. The family share feature is typically locked until official release day, at which point the 'exfgls' parameter automatically switches to 'non-excluded'. If i'm playing fallout 4, he cant play cp2077. Both are in my library and we have family share. My cousin, wants to play CP2077, I want to play FO4.
